Singapore's rooftops come with rain, dress codes and cover charges. The best rooftop bars in Singapore start 57 floors up at Ce La Vi on Marina Bay Sands, where walk-ins are welcome at the bar, a S$38 cover applies before 10pm and sandals are turned away. Baia, on the Esplanade's roof terrace, looks across Marina Bay. El Chido, the Mexican rooftop of Pullman Singapore Hill Street, is fully weatherproof and adults only from 6pm. Kinki Rooftop Bar above Customs House runs a weekday happy hour from 5 to 8pm, and Cooling Tower Rooftop Bar, 29 floors up at Carlton City Hotel, pours until 1am from Wednesday to Saturday. These are the bars we would start with.

Fifty-seven floors above Marina Bay on the Sands SkyPark level, CÉ LA VI is three connected experiences, a panoramic Sky Bar, a rooftop restaurant of modern Asian flavors, and a club lounge of DJs and live music, all trading on one of the world's great city panoramas. Inspired by the vibrant diversity of Southeast Asia.
Baia is a rooftop bar and lounge on Level 4 of Esplanade Mall, with indoor and outdoor seating and views over the city and Marina Bay. It takes its name from the ancient Roman city on the Bay of Naples, and the cocktail list is split into three acts called Aurora, Arcana and Opus. House drinks include the Elysian Field, with Monkey 47 gin, clear apple, apricot brine and kota pandan, and Invictus, a neo-Boulevardier made with The Macallan 12 Double Cask, Campari and Lillet Blanc. Guests must be 21 or older from 5pm, and smart casual dress is required, with no gym wear or flip-flops.
Cooling Tower is the rooftop bar on Level 29 of Carlton City Hotel on Gopeng Street in Tanjong Pagar, with views across the harbor skyline. The room is furnished in a contemporary style with soft ambient lighting. The cocktail list keeps mostly to familiar drinks such as the Moscow Mule, Old Fashioned and Lychee Martini, plus a house drink called The Hangover that mixes tequila, vodka, white rum and cognac with orange and pineapple juice. There are also beer towers, draft beers, a wine list and bar bites running from satay to pizza, with a happy hour on the menu. It opens at 4pm every day and stays open until 1am from Wednesday to Saturday.
El Chido is the rooftop Mexican bar of Pullman Singapore Hill Street, set beside the hotel's infinity pool with views over the Singapore skyline and Marina Bay. The terrace has been fitted with a new weatherproof shelter, so it stays open rain or shine. The kitchen sends out tacos, guacamole and sliders, and the bar works with tequila, mezcal and a list of house cocktails such as the El Chido Sling, made with Volcán Blanco, Cointreau, Bénédictine and cherry, and the Horchata Colada with vodka, horchata and pineapple. Hotel guests and outside visitors are both welcome, booking ahead is recommended at busy times, and the venue is adults-only from 6pm.
Kinki Rooftop Bar sits above Kinki Restaurant + Bar in Customs House on Collyer Quay, where Marina Bay meets the Raffles Place financial district, and looks out over the bay. The rooftop carries graffiti by local artist ANTZ, and the venue now runs under a Geisha theme. Its signature cocktails mix spirits from East and West: Geisha in Disguise pairs gin with blackberry, blackcurrant and yogurt foam, and the Kinki Cooler uses soju, passion fruit and agave. A happy hour runs on weekdays from 5pm to 8pm, DJs play from Wednesday to Saturday, and the dress code is smart casual. The bar is closed on Sundays.
